22 cruiser fuel fill grounding

I just had a survey done on a Tomcat and one of the item was that the fuel fill were not or poorly grounded (I have another post on that subject) but that make me realized that the fuel fill on the 22 cruiser I just sold are not grounded at all. Is this not needed because of the plastic fuel tank? If needed I would like to take care of it ideally before I hand over the boat to the new owner which will be tomorrow (Saturday) morning, or at least mention it to him and maybe help him fix that at a later date.
Again, thanks for any input on this.

Metal fittings at the fuel fill should be grounded to the negative post of the battery. This prevents static electricity from building up while fueling. When the metal gas nozzle first comes in contact with the metal fuel fill, that is when any difference in electrical potential is either shunted to the battery ground or a static electricity spark is generated.

I will throw one more ground point, Run a ground from the fill metal rim to the fuel tank and then negative bus bar. You are trying to prevent static electricity when filling the fuel tank, plus present any sparks when fuel is in the tank.
