Not sure what this is called, but on mine the rubber material is no longer there and there is basically an open hole. I assume it prevents water intrusion to the stern area by clamping around the voltage lines and steering lines. The pic is from Thataway as I forgot to grab a pic while on the boat.

The standard gasket requires that you disconnect all lines going to the outboard and thread them through the hole. I bought one and replaced the old rotted one by threading my fuel and steering lines through it. $5 part, one hour time, and it lasted 2 years before splitting and falling apart just like the prior one. It might have kept a few drops of water out, but that's hard to tell as the water would just drip into the already wet cockpit. I'm not doing that again. I'm sure that I can fabricate something from an old inner tube that doesn't require all the work, will last longer, be cheaper, and nobody but me will know the difference.

There are several options---for those of use with multiple cables, and hydraulic lines, it is often easier to use a split cable boot.

The other option is to take a standard cable boot--especially one with the tie around the outer edge, and split it and the ring ourselves. We offset the split in the ring and the cut in the plastic cable boot. I seal the boot up with one of several compounds--depending on the composition of the plastic boot. I have gotten many years use out of some of these.

I replaced mine several years ago with the split boot I got from West Marine and then wrapped it with black Rescue Tape. It has held up well for at least 6 years now.
