Is there any scientific method to getting pictures in the random C-Brat pic on the home page?

Not "scientific" - just send Bill (DaNag) a link to a favorite photo of yours (or maybe 2) and he will (when he has the time) add that photo to the set that circulates to the front page.

The random pics on here are all resized and put into a directory where they are alternately displayed up front. Not entirely random but a really neat feature. We probably won't be adding any more for display on this version of the site because we will be making the move to the sparkling new version on the new server sometime after the SBS. I'm not entirely sure, but I think the newest software let's us take images right out of our albums for a truly random display. If you look at the changing pics in the right column of the new site you'll see it in action. We're going to like the new place.

Just out of curiosity, where is the site on this? I notice it is pretty much still the same pics rotating through.

There is no "site", Tivo, just a feature added by the nerds to take pictures from a place they have and post them on the home page.
