Somebody somewhere suggested this as an alternative to a bent nail or allen wrench. Very quick and smooth. Simply let the shaft ride against the laminate and proceed around the hole. A perfectly undercut cavity!

I filled the cavities about 2/3 full with thickened epoxy(after wetting out). Q-tips were cut in half and used to locate the inserts into this mixture. The Vasoline was intended to keep the threads from getting fouled with epoxy. I never used it. The blue tape makes removing overflow easy. Nice and Clean!

C-Dory installed the original pump and cover with wood screws. I quickly discovered that the deck holes were waterlogged. I dried and filled them with epoxy. For 16 years nothing but Sikaflex(5200) held them (pump and cover) in place. The inserts are a more elegant approach. 5 were used for the cover and 2 for the pump.
